He explains that "nofollow" links should be used in 3 cases: when they are reciprocal courtesy or partnership links, if they are advertisements, or if the link is in a blog comment for example. In all other cases, there is no problem. Additionally, John also answered during a Hangout a question about the practice of putting all external outbound links on a site in nofollow, whether it was a positive SEO practice or not. And John was very clear in saying that not only was this practice bad ("definitely wrong") but it could also cause analysis problems because it was not a natural way of creating links between sites.
