Google clearly states that its rendering system requires complete access to embedded resources: JavaScript, CSS, images, videos, and API responses. Without this access, the engine cannot correctly interpret the content visible to the user. Specifically, blocking even a single critical JS file can prevent entire sections of your site from being indexed—even if the source HTML seems perfect.

What does Google specifically mean by "embedded resources"?

Embedded resources include all external files called by your HTML page: CSS stylesheets, JavaScript scripts, web fonts, images, videos, iframes, as well as API calls that dynamically feed content. Googlebot first downloads the raw HTML and then loads these resources to reconstruct the page as a user would see it in their browser.

This phase is called rendering. Without the CSS files, Google cannot determine if a block of text is visible or hidden.
